- can be created / bound from a λ
- self-manages its storage on the heap
- can be invoked once, then discards itself
Intention is to pass such one-time actions to the Scheduler
to cause some ad-hoc transitions tied to curren circumstances;
a notable example will be the callback after load-test completion.
