Ichthyostega 3bffc00dbc Invocation: verify (and fix) usage of the AllocationCluster ...

turns out that was not (yet) tested and did not even compile,
due to a missing cross-constructor to get from one data allocation
policy to another one backed by the same cluster.

- added test case to `NodeBuilder_test` to demonstrate basic usage
- use `AllocationCluster` in NodeOpera_test and verify that allocations took place
