Ichthyostega 56561c8f78 BufferProvider: implement a simulated worker load pattern 
This is the meat of this test case...
- generate a ''random walk'' with buffer allocation requests
- attempt to make the load pattern nasty, since the goal of this test
  is to verify correctness of the complex interplay between local pools
  and central allocator.
